Anti-corruption task force raids Kaunas city hall

KAUNAS, Lithuania — The head of the Kaunas municipality’s energy department was suspended from duties for a minimum of six months after his office was raided by anti-corruption officials on Wednesday.

The Special Investigation Service (STT) has conducted a number of busts recently that focus on the misuse of public funds in procurement procedures in state institutions. Recently the Vilniaus Vandenys management were fired after they were [private_supervisor]arrested on suspicion of corruption charges.

While no arrests were made, the STT searched the office Algirdas Vaitiekunas, an economic specialist for the city’s energy division. Several documents were seized.

Kaunas Mayor Andrius Kupčinskas confirmed to the press that the STT had visited the Kaunas municipal government building and went specifically to Vaitiekunas’ office.

STT representative Žimantas Pacevičius said the agency is searching for documents that prove the misuse of public funds in public procurement procedures by the Kaunas city hall.

The STT is one of a few bodies responsible for rooting out corruption. Recently politicians have criticized the system saying it is too fragmented and that different crime fighting agencies end up working against each other rather than as a team.

Public procurement procedures have been abused en masse in Lithuanian public institutions. Prior to the recent bust at Vilniaus Vandenys, the Office of Public Procurement found that 27 out of the 31 public contracts held by the utility contained violations of the law, and that is just the tip of the iceberg when looking at overall government corruption.
