Rebane: no conflict of interest

TALLINN — Tallinn Municipal Government signed a three-year contract with information technology company Spin TEK on Monday, whose board member is a long-time Center Party member, to take care of tallinn.ee website.

Tallinn municipal government did not call out a public contest for the procurement, but held a negotiation procurement proceeding where the only offer was from Spin TEK who will earn 1.64 million krooni (€104,800) per year for [private_supervisor]website maintenance. Spin TEK has maintained Tallinn’s website for six years. Meanwhile the company’s CEO Rein Rebane is the member of Center Party since 1991.

Rebane said that he does not know how the procurement was carried out and does not find that there is a conflict of interest.

“I have never used the party’s membership for work purposes and will not in the future,” Rebane told Baltic Reports. “I am in the Center Party out of mission purposes to make things better in the country.”

Spin TEK’s chairman of the board is another Center Party member Kalev Kallo, who told Äripäev that he does not know anything about the procurement. Kallo is a member of the parliament since 2007, but was also serving as a deputy mayor of Tallinn on 1996–1999 and 2005–2007.

“I am not aware of the current affairs. The management board deals with that,” said Kallo.

The municipal government’s press department said that negotiated procurement procedure was used for website maintenance because according to the contract that was signed with Spin TEK in 2007, the company owns the copyrights for the software, therefore other companies cannot offer the service.
