TALLINN — Estonia’s national energy company Eesti Energia initiated the construction of the first factory which is part of the enormous shale oil plant in Auvere, outside Narva in northeast Estonia, on Monday.

Minister of Economic Affairs and Communication Juhan Parts, along with the chairman of the board of Eesti Energia Sandor Liive installed a cornerstone for the Enefit-280 oil shale plant, which will be completed in 2012. The plant will cost [private_supervisor]nearly three billion krooni (€191 million) and is covered from the budget of Eesti Energia. The new factory will consume 2.26 million metric tons of oil shale and will produce 75 million cubed meters of shale oil gas, which is used in electricity production. Also a 35 mw steam turbine using the the residual heat coming from the oil production for producing electricity.

Parts promised this investment gives better energy security  which in addition to the electricity it expands to fuel as well.

“This plant will give us hope to produce quality fuel which can be used as transportation fuel in Estonia,” Parts told the press.

Liive stressed the plant’s impact on the moribund local economy.

“This is important investment to the economy of Ida-Virumaa county giving the sustainability to the local companies and also giving new jobs through enlivening local economic environment,” said Liive.

The Enefit technology which will be used by new oil plant was developed by Eesti Energia and international company Outotec.

By 2016, Eesti Energia plans to enlarge the plant to include the manufacture of liquid oils, which will be twice as valuable as the shale oil produced today. The plant then would consume 10 million tons of oil shale per year and produce 30,000 barrels of liquid fuels per day.
