TALLINN — An investigation by Estonia’s Technical Surveillance Agency, the results of which were released Wednesday, found that the ceiling collapse at the Solaris entertainment/shopping complex was caused by negligent installation.
The ceiling of the Cinamon cinema at the newly-opened Solaris collapsed Oct. 14 while it was not occupied. The agency found that the ceiling’s construction did not comply with manufacturer’s instructions and its final inspection was not adequately undertaken, and blamed this on a rush to finish the structure by the deadline so the cinema could open along with the rest of the center.
The cinema reopened Nov. 12 and Solaris CEO Anneli Palvadre told the press that the reinstalled ceiling was constructed with all safety standards complied with.
